I have the honour to forward for Your Lordship's consideration a draft Ordinance amending the Chinese Emigration Ordinance, 1889, which it is desired to introduce into the Legislative Council at an early date.

2.

The reasons for the third clause of the Bill, amending the existing law regarding the transport of indentured Chinese labourers between China and South Africa, are sufficiently explained in the enclosed copy of a letter from the General Manager in China of the Chamber of Mines Labour Importation Agency Limited. I would at the same time point out that no material alteration is thereby made in the system already in force, the principle of which was indicated to Your Lordship's predecessor in Sir Matthew Nathan's Despatch No. 381 of the 29th October, 1904.
